A Spanish citizen from Avilés in the region of Asturias, Toro is charged with supply, transport and trafficking of explosive substances. The prosecution requests a prison sentence of 23 years for these offences. The brother-in-law of Emilio Suárez Trashorras, he is said to have been the person who put Rafá Zouhier in contact with Trashorras to initiate the sale of the stolen explosives used in the bombings. In September 2003 he is said to have been one of the participants in a meeting with Trashorras and Jamal Ahmidam (El Chino) in which bombs and explosives were discussed. He has been in prison since December 2004.
